Under the new regulatory requirements, suppliers are expected to demonstrate proportionality, transparency and robust decision-making — not just submit more bids. Our Bid Triage & Opportunity Assessment Packages (Procurement Act 2023 Ready) help you build a structured, defensible bid/no-bid process so you focus time and budget on the tenders you can win and deliver safely.
🎯 Why Bid Triage Matters Now
Many Councils and NHS commissioners are slowing or reshaping procurement activity as Procurement Act 2023 rules and Most Advantageous Tender (MAT) scoring bed in through late 2025 and into 2026. This makes now a strategic window to:
- Stop “scattergun” bidding and focus on high-fit, high-score opportunities
- Build a transparent decision log that stands up to board and audit review
- Align opportunity selection with capacity, risk appetite and financial sustainability
- Evidence proportionate, well-governed decisions when pipelines accelerate from 2026
Our bid triage tools are designed specifically for social care and NHS-commissioned services, including frameworks, DPSs and call-offs.
⚙️ Package Options (Consultancy Days)
Each package includes design, build and refinement of your triage tool, plus practical guidance notes.

- Intermediate (3 days) — A multi-lot triage framework covering several service lines or geographies. Includes weightings, override rules, a decision log and a reporting summary sheet for board sign-off.
- Advanced (5 days) — A fully tailored triage toolkit for providers bidding regularly across mixed NHS and local authority opportunities. Includes scenario testing, risk benchmarking and governance-ready documentation.
- Strategic (10 days) — For larger or multi-entity providers. Includes multi-portfolio triage design, board-level criteria setting, training session for users, and integration with your bid library & process.
All packages are delivered remotely via Microsoft Teams/Zoom, email and shared documents.

🧭 How It Works
- Purchase your chosen package securely online.
- Complete the Triage Discovery Form (emailed to you after purchase) to outline your services, bidding history, risk appetite and current challenges.
- Attend a clarification meeting — we arrange an MS Teams or Zoom session with you and the relevant team members to confirm requirements, explore unknowns, and answer questions before design begins.
- Design & build — we co-develop the criteria, scoring logic and structure, then build your Excel-based triage tool and accompanying MS Word guidance documents.
- Test & refine — we run 2–4 real or mock tenders through the tool with you, refining thresholds, logic and reporting outputs.
- Handover & debrief — we walk through the final tool, agree any last adjustments, and provide clear guidance on how to maintain and update it.
