Make better bidding decisions. Prioritise the right opportunities. Protect your organisation's time, resources and commercial position.

Not every tender opportunity is right for every organisation. Effective bid management involves more than responding to published procurement documents: it requires a structured approach to identifying opportunities, assessing organisational readiness, evaluating risks and deciding where to invest valuable bidding resources.

Impact Guru's Bespoke Bid / No-Bid & Tender Triage Toolkit provides an organisation-specific, reusable decision-making system designed to support consistent and evidence-led tender assessment.

Rather than purchasing a one-off recommendation about an individual tender, you receive a practical toolkit that your team can use repeatedly across future opportunities.

The toolkit combines editable Excel assessment tools, automated calculations, Red, Amber and Green indicators, weighted scoring, management reporting and practical guidance.

Developed personally by Mike Harrison, founder of Impact Guru Ltd, the service draws on more than 20 years of UK adult social care, commissioning, bid strategy and service development experience.

Based in the UK and welcoming suitable international assignments, the toolkit can be tailored to organisations operating in health, social care, community services, disability support and other relevant procurement markets.

Why Does Your Organisation Need a Bid / No-Bid System?

Many organisations pursue tender opportunities without consistently assessing whether they are strategically suitable, commercially viable or operationally achievable.

Others rely on informal discussions, inconsistent scoring or decisions made under pressure shortly before submission deadlines.

This can result in wasted bid-writing capacity, avoidable commercial risks, missed opportunities and insufficient preparation for contracts the organisation would otherwise be well placed to win.

A structured Bid / No-Bid process can help your organisation:

  • Identify and prioritise suitable opportunities earlier.
  • Assess strategic fit and alignment with organisational objectives.
  • Recognise financial, operational and contractual risks.
  • Evaluate organisational readiness and evidence gaps.
  • Apply consistent criteria across different opportunities.
  • Use weighted scoring rather than relying solely on subjective judgement.
  • Document decisions and the reasons behind them.
  • Provide clear management information for senior leaders.
  • Improve accountability and reduce unnecessary bidding activity.
  • Develop a more disciplined and sustainable tender pipeline.

The objective is not to bid for more opportunities. It is to help your organisation make better decisions about which opportunities deserve its time, resources and investment.

A Practical Two-Stage Decision-Making System

The toolkit distinguishes between early opportunity assessment and detailed Bid / No-Bid evaluation.

This is important because organisations need different levels of analysis at different stages of the procurement process.

Stage 1 – Pipeline Assessment & Rapid Tender Triage

The first stage provides a practical framework for identifying and screening opportunities before committing substantial resources.

It can be used to assess potential contracts identified through procurement pipelines, market engagement, commissioner intelligence or newly published tender opportunities.

The Stage 1 tool considers relevant factors such as:

  • Strategic alignment with organisational priorities.
  • Suitability of the service and geographical market.
  • Current experience and relevant delivery capability.
  • Potential financial and commercial viability.
  • Workforce, operational and mobilisation readiness.
  • Existing commissioner or customer relationships.
  • Competitive positioning and market knowledge.
  • Availability of evidence, references and bid-writing resources.
  • Significant risks or potential barriers to participation.
  • Actions required before progressing to a detailed evaluation.

The editable Excel tool incorporates selectable responses, formula-driven assessments and RAG indicators to support consistent initial decisions.

Where appropriate, it can identify significant concerns requiring management review and provide an initial recommendation about whether an opportunity should progress.

Typical outcome: Progress for further evaluation, undertake additional preparation or do not pursue, supported by the recorded assessment.

Stage 2 – Weighted Bid / No-Bid Evaluation

Where an opportunity passes initial triage, the second stage provides a more detailed assessment using a weighted scoring framework.

The tool can be tailored to the organisation's strategy, commercial priorities, operating model and risk appetite.

Typical evaluation criteria include:

  • Strategic fit: Alignment with organisational objectives, service development and target markets.
  • Financial viability: Commercial attractiveness, affordability, investment requirements and financial risks.
  • Operational deliverability: Workforce, capacity, mobilisation, governance and ability to meet contract requirements.
  • Relationships and market position: Relevant customer or commissioner knowledge, partnerships and competitive position.
  • Bid complexity and resource requirements: Procurement demands, submission capacity, evidence availability and timescales.
  • Future growth and strategic value: Potential longer-term benefits, market development and future opportunities.

The Excel matrix includes:

  • Editable evaluation criteria and agreed weightings.
  • Defined scoring scales and guidance.
  • Automated weighted-score calculations.
  • Formula-driven overall assessment.
  • Agreed decision thresholds and management review indicators.
  • Provision for documented management overrides or exceptional circumstances.

Typical outcome: A structured Bid / No-Bid recommendation supported by recorded scores, assumptions and management judgement.

Final decisions remain with the organisation's authorised decision-makers. The toolkit supports professional judgement rather than replacing it.

What Will You Receive?

Your purchase includes a bespoke digital toolkit comprising four core deliverables.

1. Editable Excel – Stage 1 Tender Triage Tool

A tailored initial assessment workbook designed to screen opportunities efficiently and consistently.

Features include selectable responses, relevant assessment criteria, automated calculations, RAG indicators and an initial recommendation or escalation outcome.

2. Editable Excel – Stage 2 Weighted Bid / No-Bid Matrix

A more detailed scoring workbook incorporating tailored criteria, agreed weightings, automated weighted scores, decision thresholds and management override provisions.

3. Executive Decision Summary Template

A reusable management summary template designed to present the assessment findings, key risks, recommendation, decision rationale and approval record.

The template supports clear reporting to directors, senior managers or other authorised decision-makers.

4. Toolkit Guidance & Implementation Notes

A concise written guide explaining how to use the tools, when to apply each stage, how to interpret the scoring and RAG indicators, and how to document decisions consistently.

Guidance also explains the responsibilities of the organisation's decision-makers and the importance of reviewing assumptions as opportunities develop.

All tools are supplied electronically in editable Excel and Word formats, as appropriate.

The completed package is intended for repeated internal use across future tender opportunities, rather than being limited to a single procurement exercise.

How Is the Toolkit Tailored to Your Organisation?

This is not simply an off-the-shelf spreadsheet download.

The core framework is adapted to reflect the information you provide about your organisation, including:

  • Business strategy and target markets.
  • Service portfolio and operating model.
  • Typical contract opportunities and procurement requirements.
  • Commercial priorities and risk appetite.
  • Operational capacity and workforce considerations.
  • Existing Bid / No-Bid arrangements, where applicable.
  • Decision-making responsibilities and management reporting needs.

Tailoring may include adjustments to the evaluation criteria, scoring weights, RAG indicators, decision thresholds and supporting guidance.

The aim is to produce a practical, proportionate system that can be used by your organisation without creating unnecessary administration.

The fixed-price service covers tailoring of the established toolkit framework. It does not include a complete redesign of your procurement governance arrangements or the development of bespoke software.

Defined Scope of the Fixed-Price Service

To maintain clear deliverables and transparent pricing, the standard package includes:

  • One bespoke toolkit for one purchasing organisation.
  • Tailoring to one principal business or service operating model.
  • One Stage 1 Excel triage workbook.
  • One Stage 2 Excel weighted scoring workbook.
  • One reusable executive decision summary template.
  • One concise guidance and implementation document.
  • Adaptation of the established framework using the information supplied by the client.
  • One consolidated round of reasonable corrections or minor refinements within the agreed scope.
  • Electronic delivery of the completed files.

The package is intended for organisations requiring a practical decision-making system based on an established professional framework.

Organisations with multiple subsidiaries, substantially different operating divisions, highly specialised procurement arrangements or complex approval structures may require a separately scoped consultancy assignment.

International Bid / No-Bid & Tender Triage Support

Impact Guru Ltd is based in the United Kingdom and welcomes suitable international enquiries.

Organisations across different countries face similar strategic challenges when evaluating competitive opportunities, including commercial viability, organisational capacity, resource allocation, risk management and strategic alignment.

The toolkit's core decision-making principles can be adapted to relevant international procurement environments, using information supplied by the client.

International assignments are considered individually and must be suitable for English-language delivery.

Clients should provide relevant information about their local procurement arrangements, operating environment and any specific decision-making requirements.

We do not claim specialist knowledge of every country's procurement legislation, commercial regulations or funding systems. Local legal, financial and regulatory advice is outside the standard package.

All product prices are displayed and charged in pounds sterling (GBP), subject to the currency and payment arrangements shown at checkout.

What Is Not Included?

The standard fixed-price package does not include:

  • A detailed Bid / No-Bid assessment of a specific live tender.
  • Independent commercial due diligence or financial viability modelling for individual contracts.
  • Research into named competitors or detailed market intelligence.
  • Development of a complete tender pipeline or opportunity database.

Additional consultancy, training or bespoke development can be discussed and quoted separately.

Professional Standards & Important Limitations

The toolkit is designed to support structured, consistent and evidence-led organisational decision-making.

Scoring thresholds, weightings, RAG indicators and automated recommendations are decision-support mechanisms. They do not replace professional judgement, management oversight or appropriate financial, legal and operational review.

The accuracy and usefulness of assessments depend on the information entered by the organisation and the continued relevance of the underlying criteria and assumptions.

The organisation remains responsible for its own procurement decisions, commercial assessments, risk appetite and approval arrangements.

No guarantee is made that using the toolkit will result in tender success, improved win rates or particular commercial outcomes.
