It should also be clear how the provider tested whether that improvement was sustained over time and what happened where change was weaker than expected.

The strongest services do not present workforce development as a catalogue of courses. They present it as a sequence of identified need, targeted learning, observed change and ongoing assurance. When providers can evidence that cycle clearly, CQC is much more likely to conclude that staff development is meaningful, well led and genuinely improving the quality and safety of care.
