The risk is that “inspection mode” creates a burst of activity without fixing the underlying controls that shape a service’s day-to-day stability. A better approach is an “always ready” assurance system aligned to the CQC Quality Statements & Assessment Framework, designed specifically to reduce volatility in provider risk profiles, intelligence & ongoing monitoring by proving consistent control between inspections.

What an “always ready” system actually means

An “always ready” system is not a bigger folder, a more complex dashboard, or a monthly audit that no one has time to complete properly. It is a set of routines that ensure:

  • risks are visible early (signals are spotted and escalated consistently)
  • controls are embedded (leaders test practice, not paperwork)
  • learning changes delivery (actions close with verification)
  • evidence is reliable (records and governance align without last-minute rework)

The core components of an “always ready” assurance system

1) A small number of high-value indicators with clear thresholds
